Is there a listing or a way to find someone locally to list my items for me? I know there will be a fee involved but I'm not able to do it personally and am trying to downsize.

There used to be people who did that, but most of them are out of business. Doing all the work for part of the price turned out to be a bad deal.
What is it you need to sell?

There used to be store fronts that did this type of thing. There was one in my town years ago though I doubt it exists now.
Maybe try googling "eBay consignment near me"

Not to mention having to deal with SNADs or scams or whatnot--especially considering the 180-day PayPal return window and credit card charge backs.

I did some selling for a friend. Nothing extra for me.
I sold some items for someone on a consignment basis, but did not ask for enough in the agreement.
At this point I would not choose to sell for someone else. As other pointed out. Charge backs, and scams. I would need to get a minimum of 50% on lower value items to even think about it, and even at that amount, it may not be worth my time.
Could have a cap on higher items. Say an item that went for $500. I would not need $250, but on a $50 I would need at least $25.
Have read horror stories about people turning over their items to someone to sell for them, and never getting a dime.

No capable seller would accept a consignment these days for less than 50% of the net profit for the items that you mentioned. You might net more with a yard sale, depending on where you live.

Depending on how much you actually have, you may want to consider contacting an estate sale company.
Another choice is to send it to a live auction or have a company handle an on-line only auction.

Depending on your disability, you may be surprised what you can do.
There are many many disabled sellers here. With online labels, USPS pickup etc it's easier than it could be.
There even used to be a group for disabled ebay sellers, but not sure if that's still functioning.

Something you might try, is to locate eBay sellers near to you who sell in the same category as the items you want to sell. Then you can look at their listings and feedback profile and select one or two to approach and express interest in a 'consignment' relationship. The problem with doing this directly on eBay is that the BOTS look for terms that lead them to suspect an attempt to do off-eBay sales, so you need to be circumspect about it. I can advise you how to do that, but not here.
But that's stage 2. Stage 1 is actually finding likely sellers nearby. This isn't too difficult.
For instance. Suppose you wanted to find a seller within 5 miles of you who sells vintage Corning.
Go to search:
type the words vintage corning in the search field
on the results screen scroll down the left side and click on the radio button to find items a certain distance from you, in this case <5 miles from xxxxx (your zip code)
Then take a look at those listings and see who those sellers are and whether they look like they might be a good option to deal with.
Consider also, if you get to the point of meeting face to face, whether you might instead want to invite them to offer you a fixed price to buy the part of your inventory that falls in the category they sell.
In terms of doing this personally - in previous years, I had numerous consignment relationships with local people who found me through eBay and contacted me to ask me to sell their things for them. Also, when I moved, I located a seller just 1 mile from me and offered her my entire inventory for a set price - all she had to do was come and get it. She did and was delighted. I didn't make much money since it was basically a fire sale, but I got the price I asked for and was satisfied.
So it definitely can be done.

Oh....one other thing you might consider. I see that you actually have plenty of experience as a seller. I'm sorry to hear that your disability is now interfering with that.
You might want to keep selling on eBay but (you'd have to do the math on this, as it might not be cost effective/profitable) hire someone to come in every couple of days and do the eBay things for you that you are no longer able to do at an agreed-upon hourly rate - whether it's measuring, or staging or packing or whatever. If you can still do part of the process, you might want to look at outsourcing the parts you can't do any longer.
