Is there ANY way to reply to this?

I 'might' like to take them up on this offer or negotiate something in-between, but their handle is encrypted and their message doesn't show as any kind of notification, email, or anything that I can respond to.  Unless there IS some way (tell me if so) then I don't get why they are given an option to write a message in their 'offer decline'.   This person clearly thinks I can reply, so why would ebay create this false impression for them?

I think the message you're seeing is a note in the Offer that you sent... not verbiage the seller added. Make another offer...

If you would take the 150, then just lower the price as a BIN only, no offers. If they are watching, they will get notified of the price drop

I suspect that when a buyer receives an offer (either directly to them, or via an eBay option to send offers to everyone who's either got the item on their Watch list or viewed the listing), and they then decline your offer instead of sending a counteroffer, then they remain anonymized so that the seller can't pursue them further with more offers. 

 

Did you send out a blind offer of some percentage off the current price to a group of recipients?
