I have recently gotten a message about one of my items up for sale. There is nothing wrong with the content of the message per se, but when checking the person's profile, they have on multiple occasions received feedback from sellers that state this person did not pay for items they won or purchased. The only feedback this particular person has left for their purchases is particularly negative as well. Overall, their page is a bit worrying for me as a seller, and I would like to avoid trouble if possible. Will I get penalized by ebay for not responding to messages such as this? I apologize this is quite a novice question, but advice would be greatly appreciated. Thank you in advance!

How interesting! That explains why this person had positive feedback left by sellers, but the content of said feedback was negative. I was actually a bit confused by that, not really having come across it before. It would certainly help that user to remove those messages, but in this case, I suppose it did help me that they hadn't, haha! But this is very good information to know. Thanks for sharing!

How could this be helpful in the case of a buyer when buyers can only be given positive feedback?
Or did you mean horrible feedback a buyer has left?

To the OP I just had a Buyer send me feed back and said " As described, Packaging very cheap. I was happy to invite this Buyer to my BBL list. I used 2 sheets of writing paper ( un used ) in all my coin packages and this was the first I have received that.

As a Seller we have only 3 choices to pick from Positive, Negative or Neutral. and then only stars to check. On mine I don't have a space to type any words. Good Luck

Oh, but they can get negative feedback.(in positive rating) Think that is the point here.

Don't just ignore, block the buyer on the BBL. (Under Help search for "Block a buyer", sorry I don't have the URL).

I've grown very cautious after a quite disturbing experience with a buyer not too long ago. If blocking a worrisome account preemptively can spare me from a similar experience, I'll gladly do it. Thanks again to everyone for your input!!
It's called "anticipation of trouble". You block to prevent yourself from having to deal with that buyer later.
A few times I wish I had used it when I thought something was off, but I'm incredibly tolerant and figured it wasn't anything to worry about, but then got pestered with 50 messages about "where is my item" "it's your job to make sure I receive it". Blocking would have caused me a lot less stress.

Sorry, but that statement makes it sound like sellers can leave negative FB for buyers and I know you did not mean that.
