I've been reading posts that say ebay has offered them:
To pay for returned items on their Free Returns (seller pays) listings thru August
To give a % off FVF if Free Returns are offered
If this is correct, why would eBay offer these incentives to just 'some' sellers?

I suspect it is for the same reason they target other promotions to some users and not to others.
Their research indicates that offering it to those sellers will give eBay best chance of reaching whatever the goal of the promotion is.

Possibly they feel it would be most advantageous to offer this to particular sellers.
Maybe they have a large volume of business, and are highly visible. Maybe they are "seeding' categories so that other sellers who sell similiar items may feel compelled to offer the same.
Possibly these sellers sell in categories that they want to grow the business, or categories that are more likely to require a return, to grow that business.
Basically, just trying to get sellers on Board, possibly.
Many reasons could come into play, IMO.

I thought they would offer it to all sellers with TRS+ listings in order 'bribe' them into opting into the Free Returns policy.
I have almost 900 TRS+ BIN listings that are losing the badge as they start their new GTC rotation as of 6/1. So as of today, almost 100 of them lost their badge.
You would think ebay would want to entice me to opt in to the FR, especially since I've been a TRS for 10 yrs and all my listings have been TRS+ since that rating started.
Weird, as usual.

I got the offer ... it isn't a great offer.
I was going to do it, and I may still for a few higher priced items ... but it is just too much work to go in and revise items to have "free returns", just to have to go back in and change them back to "buyer pays for returns" after the promotion period.

- It is valid on new listings and revisions that are made between 6/1 and 6/15. If the item is edited after this period or renews, then the offer is no longer valid on that item.
- The return reason must be remorse.
- eBay's return liability limit is $200.
- The return must happen before 8/31/2018.

I wish I got it because all my BINs TRS+ are ending w/o the badge.
I listed a few new items w free return ship, but am afraid to go any further w/o some type of guarantee like the email u got.
Do u know how I can get that offer too?
