Is PayPal refunding fees or NOT???

Was supposed to start May 7th. Have they quietly decided not to pull this outrageous money grab?? I have not received a policy update from them, but others on here are saying they are refunding the 2.9% fee instead of keeping it as they stated they were doing in their last update.

Apparently a spokesperson has confirm they are currently returning the 2.9% portion of refunds.

Update 5/11/19 - good news: A spokesperson provided the following statement in response to our inquiry: "While we recently updated our user agreement to give us the ability to align our refund policy with market practices, we have no plans to make any changes to our existing policy at this time."

I did a partial; refund on 5/10 and they DID refund the 2.9%,
