Which metric are you referring to? None of my percentages are anywhere near that high, but I'm Top Rated.

As long as you are ranked Below Standard on the seller dashboard you are subject to the 5% penalty fee on top of the regular fees.
Your eval that happened on July 20th, did the result of that still show you to be below standard on your dashboard? If so, you still have the penalty fee for at least another month. But if your eval on the 20th showed you are Standard or above, then on August 1st your penalty fee will stop.
All this info should be on your Seller Dashboard.

I thought the 5% penalty fee only applied to SNAD service metrics?

I don't understand your post. If Ebay isn't allowing you to sell, you have some other issues not described here by you.

No, it existed on the Seller Dashboard before the Service Metrics was even born.

Hmm I was blissfully unaware lol. I just figured the seller dashboard had more to do with TRS than penalty fees. Luckily that one is more manageable.
I wonder if they stack the seller dashboard and service metrics penalties?

The Seller Dashboard has to do with the health of your selling account. It has never been just about TRS.
NO they do not charge 10% if you hit both. And don't give them any ideas!!! 😚
