Because they can be unlocked and used, and they aren't necessarily "stolen"?

My father has a dozen locked iPads at home. They are not stolen. They came from a commuter train lost and found office. If they are not claimed within a month then employees take them home and one of them passed them on to my father in return for some favors.
(BTW, how do you unlock them? Can and will they do that at the Apple Store?)

That's interesting. I would think the second they become unlocked they would be considered stolen; and the second they are listed here it would be considered fraud.
