Did the buyer submit a Return Request? The way to get your final fee credited back to you is to have the buyer submit the request, you accept the item for return, get it back, and refund the buyer's ORIGINAL PAYMENT through the Return Request feature. Once you do that, eBay will automatically credit your final fee back to you.
