My listings that are eligible for eBay’s International Shipping Program aren’t being shown as an option for buyers. I haven’t listed anything on eBay for over a year and was a Top-Rated Seller before hand. I sent an e-mail to customer service and this was their response:
“Thank you for reaching out to eBay Merchant Support. I understand this listing is not showing eBay International Shipping eligible. I am happy to look into this for you.
I can understand how concerning this is. We appreciate your efforts in researching other reasons this could not be populating for you. I do see you've included weight and dimensions for the product as this is normally the main cause for this issue. I've reviewed the rest of your listing and was unable to find any other reasons why this is not showing for you. It can be helpful to cancel the listing and create a brand new listing. Do not 'relist' or 'sell one like this'.”
The problem is that I already have watchers on the item and offers that were sent on it. I would rather not relist it for those reasons. The specific item I have listed (a comic book) is the only copy on eBay and I would like it to be able to ship internationally through this program. Also, I’d like to be able to sell it before another copy is listed and undercuts my price. I have listed another item just to see if it would automatically be included in this program; it was not so I immediately ended it.
I reached out again and received the following response:
”It is great to hear your interest in shipping your item through eBay International shipping for your buyers. Looking through your account, I show your account has not been pulled into the eBay International Shipping program, though we are still working on rolling out the option to all sellers. Until the shipping option is available, you may add international shipping for your buyers.”
My question is, how long is this process going to take? I have more items I’d like to list, but if they’re not immediately going to be put into the International Shipping Program and I might have to relist them if I’m ever rolled into the program, that will just take up more of my free listings and more of my time.
Any help from anybody would be greatly appreciated. Thanks.

Sounds like your account isn't opted in yet @eromscomics. You can verify by checking on this page: https://www.ebay.com/ship/prf
As I mentioned on the other discussion, right now it looks like eBay plans to finish the rollout by July 1st, but that's just an educated guess and not a date confirmed by eBay.
You do not have to end/relist items for them to be EIS-eligible. Once your account is opted in, eligible listings will show EIS within 24 hours, and if for some reason they don't you can create a post on the shipping board and we'll help you figure out why. Generally has to do with how you set up your shipping section, shipping policies, or in some cases it's due to items being restricted.

In my original message to customer service they responded by saying that they were unable to find a reason as to why this option wasn’t showing for me and suggested that I relist it.
After reaching out again, they stated that my account hadn’t been pulled into program and that I made add international shipping to my listing (which I have since done.)
- So, which is it? Were they unable to find any reason why this option isn’t available or is it because I haven’t been pulled into the program?
- Might I have to wait until July for eBay to enroll me into this program?
- How will I know when I’m enrolled in the program?
- Why was the Global Shipping Program that I used previously taken away as an option before they enroll me in the International Shipping Program?
It’s more questions than answers at this point.

Answered above: you can verify by visiting the shipping preferences page linked in my above post. First rep apparently didn't check to see if you were enrolled or not so they threw out advice of "relist" which really wasn't relevant.

eBay has been alerting sellers by email when their account is enrolled. You can also verify by checking the link provided above.

Nobody has info on the "why" eBay does stuff most of the time. If you want an opinion, I think eBay intended to have sellers switched over before GSP was discontinued, but things have taken longer than they initially expected. eBay made changes to EIS based on feedback from early adopters, and they still have several things to work out (combined ship and more).

What does it look like when your eligible listings show "EIS" ? I opted in (not this account) and followed instructions to set it up. My listings now show a long list of countries I ship to but I don't see anything that says EIS specifically. My settings do show I am opted in but I don't see anything specifically on any listing other than the countries are listed.
