Insertion Fees

Background:  No store - just a regular user.

I use the Seller Hub.  It shows I have 238 Active listings. - 228 Buy It Now and 10 Auction.

Yesterday, I had one Buy It Now roll over and listed five new Buy It Now items - these are included in the count above. 

Why did I get charged $0.37 Insertion Fees for those six items is my monthly limit is 250?

In my case, unfortunately, not resolved by this answer.
I have only 244 item listing and check the No. on the last day of the month always.

I’m a store subscriber and 250 items are allowed to list at free in the 30 days period but I believe that the month which has 31 days, it should be counted as 31 days period.
Anyway, even the last day of the month is 31st, I check the active listing No. is never exceed more than 244 or 245.
However, since 3 months ago, I was charged for 2 items as exceed.
Since I know my active listing was never more than 244-5 items, I contacted CS and the CS told that the Tech. Dept know this issue and try to fix now and gave refund but the same thing happened on the next month. I had to contact CS again.

 

Then, the last month ( the period of 12/1/2025 - 12/31/2025), I was charge extra 4 items again and I contacted CS. This time the CS told that I should check how many items were listed in the period by access the Seller Hub and click Expired Promotion, then I could see the last month’s listing record which show Used 250 items. I downloaded the record (the all 250 item No. ) and found that 9 items were counted double (duplicated the same item No) . I checked the each item because I know if you re-list, it should be counted twice. However, I didn’t do anything for the each item, just renewed , then why those 9 items were counted as double?

I contacted CS again on 1/6/26 and explained the double count for my 9 items in the last month. That why I was charged 4 extra. This time the CS told as the Tech Dept. know this Technical issue and working to fix. He promised to refund the amount I was charged extra and he sent the Chat communication and the Chat No. to my e-mail address. However, the refund was never done.


So, I contacted again on the next day and other CS told as the refund was filed and I had to wait 48 hours. It was 1/7/26 and today is 1/11/26 and the refund was never posted to my account.

In this case, how can I escalate this issue and ask refund?
eBay has no Billing Dept contact option. If you have any question for the billing, you have to contact to the CS via Phone or Chat and I did so and they promised the refund but it was never done. Is anybody know how and whom I can contact? I hope to get the answer from eBay community team.

 

This same issue happened in 2019 also to some sellers including me and the issue was described as GTC issue in the eBay community but I don’t remember how it was resolved.

 

I checked this month’s listing as of 1/10/26 for the period of 1/1-1/31/26 and already found that 1 item of the 83 items was double counted already.

The 250 free listing include all your current listings plus any listings that have sold in that month that have renewed in the current month.

No, I checked the last day's listing number of the EX-month and if some items are sold, then it should be not there in the next month. What the problem was some items (9 items for the December) are counted twice without relist. so, it should be counted as 9 but counted as 18. As the 1st CS told me, I downloaded the all 250 items used in December and found the 9 items were counted as double. 

Again, I checked the each item and it was neither sold nor relisted.
