Someone sends an offer, I accept the offer. How can I get immediate payment? I fell like people buy things just to “reserve” them until they realize if they actually want it, and in the meantime the product is just sitting there missing out on possible sales. I know you can do it with buy it now but can I require immediate payment on offers?

Go to your Buyer Management page, scroll to the bottom, and make sure that "Require buyers to provide a payment method before they make an offer" is checked.
Note that not all buyers are in that payment requirements program yet, but if yours is, the payment will go through as soon as you accept the offer. (I believe you see a message beforehand, stating that the buyer has provided payment info and the transaction will proceed if you accept the offer.)

With Best Offers and Auctions, one must forgo Immediate Payment Required.

not really happens to me a few time and they never come back and pay most of the times i think its other seller that sell the same thing and think theres will sell faster if your outa the way for a few says good luck hope it a true sale

EBay has been working on this. When I make offers to certain sellers, eBay gives me a choice of my many registered payment methods that will be charged if the seller excepts the offer. Seller excepts, bam, it is paid for.
Some buyer's may not be yet included in this endeavor as are some sellers not included.
My selling account does not require a buyer to submit payment automatically if they except an offer.
It is a choice a seller can make. Mandatory Immeadiate Payment or pay when you get ready to pay.
I don't get many non payers, so I allow my buyers to pay when they get ready.
The Immeadiate Payment initiative has not been fully rolled out as mandatory to all members.

I don’t mind if they people take a day or two to pay as long as they let me know. The guy I was just dealing with bought it then asked a bunch of questions and pictures then just asked to cancel. Wasted 2 days and missed out on possible paying customers. Just irritating.

Many apologies—this is an incorrect response. I only do fixed price with Immediate Payment Required and overlooked the changed policy. Many thanks to @a_c_green and others who rarely advise wrong!!

Possible but unlikely. Much more likely is this.....
Buyer does a search
Finds an item and makes an offer
30 seconds after making the offer they find another similar item they like better and they make an offer
2 minutes later they see another item that they also make an offer on
A few hours later one of those sellers accepts their offer and they buy, an hour after that their other offer is also accepted but they don't want/need it now so they don't pay and go silent.

Buyer makes offers on a dozen different items, the first few that get accepted are paid for, any that get accepted after that are not paid for because the buyer has run out of spending money.

Well there are plenty of reasons why buyer flake out just the same as abandoned carts which happen constantly (on eBay a seller would never know). Stats indicate that about 70% of items placed in online carts are never actually bought.

Perhaps you did not know this: Unless you listed FP, IPR, your buyer has 96 hours to pay.
He doesn't have to let you know that he will be taking all the time he is allowed to take.

Up until a few weeks ago you COULD by the buyer requirements outlined by @a_c_green in message #4. However, now eBay is rolling out something else that is a sort of "enhancement, intended change, test, or improvement" that looks like a glitch. It is not dependent on your Buyer Requirements set to the default of YES, but seems to have done away with any auto-billing of your buyers who make offers. Read here:
