As @ads*and*ends posted, the answer is no. But the primary policy that applies is eBay's Links policy, which does not allow active or static links to websites or pages that are not on eBay.

eBay's image text policy does not apply to images down in the description area, but eBay's links policy does apply to the description area and images found there.
