If I Send an Offer, Will Original BIN Accept/Decline Settings Still be Used?

Example: Current BIN Item $49.99
Automatically accept offers of at least: $39.99
Automatically decline offers lower than: $39.99

Sent offer of $44.99
Member sends counter offer of $34.00

Will offer be automatically rejected because original decline setting is lower than $39.99? Of does sending an offer work independently of original BIN accept/decline settings and allow counter offer to reach me (even if lower than original auto decline amount)?

For myself I don't use Best Offer ...

There should be a review all offers link on the right side of your listing. Click that and it should indicate if the offer was declined.

yes anything below the 39.99 should be rejected if that is how the BIN is auto set up
