I recently had a buyer not pay on a auction listing and I was trying to send the second highest bidder a message and it says unknown error any tips?

Buyers have 4 days to pay. If they don't pay by day 5 cancel the sale citing non payment and then block them.
You're a new seller and a target for sports bidders, scammers and non paying bidders.
As others have posted, stop using auction style listings or you will continue to chase your money. Buy it now, immediate payment required and NO best offers. That's the way to go. Also, your no returns policy won't hold water. Accept returns. No returns does not mean no refunds to the buyer.
One more thing, as a new seller you are under Ebays radar. Selling multiples of the same item that are rather expensive may raise some red flags and questions from Ebay. They could very well ask you to provide receipts for those items. If you can't, it may jeopardize your account.

eBay allows a buyer four days to pay. On the fifth day, cancel the transaction with reason “buyer didn’t pay”. This gives the buyer a non-paying strike on their account. And prevents them from leaving feedback.
Then go to your Buyer Requirements and set your levels to their strictest settings. Then when that buyer gets two non-payment strikes on their accounts, they will be blocked from buying or bidding on a large section of savvy sellers who have their BR set too.
To completely put an end to your non-payers, used fixed-price listings with Immediate Payment Required setting enabled.

What kind of message were you trying to send?
If you mean sending a second chance offer, that has to wait until the original transaction for the non-payer is cancelled.

That is not true. SCO's can also be used when the seller has a duplicate item. The form for sending one even asks how many items you have; it could be several. The Help page about SCO's warns, "When you have more of the same item to sell, only make offers to as many buyers as you have items"
