Sold a used tool, selling price with shipping was around $25, USD. Shipped USPS priority mail with tracking. Tracking shows "Delivered" as of yesterday (the 7th). Somehow, buyer CLAIMS they didn't receive it and has opened an INR case.
How in the HELL does the system allow a buyer to open an INR case after the tracking shows DELIVERED. Seems to me that they would be automatically PRECLUDED in the system from doing so.
I'm trying to believe the buyer-I might be willing to refund HALF the purchase price-not the shipping (I think it cost a few dollars more to ship than I guestimated-I DO NOT do calculated shipping.
What are my options here?? Thoughts???

enter the tracking # into the case.

Just because tracking shows it was delivered, doesn't mean it was delivered to the buyer.
Have the buyer contact their PO and see where it was delivered.
Respond to the INR and upload the tracking number.

Don't get upset, just give the tracking number in the Claim.
It will go away.
EBay doesn't keep records of everything, or doesn't connect all the records they do keep to each other.
In addition, they seem to want the seller to take responsibility for keeping records and dealing with their customers.

The whole point of tracking is so that you don't have to refund when the carrier states that it was delivered.
Upload the tracking number to the case where indicated (do this even though the order details presumably show the tracking already), and eBay should eventually find in your favor. You might also send a diplomatic note to your buyer to suggest that he ask his friends or family if they might have it, ask his carrier where it was delivered, etc. His post office should be able to use the stored GPS data in their tracking system to see where the Delivered scan was made.

That would not be a factor in this Item Not Received case, but you might want to consider using Calculated Shipping in future, so that you won't accidentally go in the hole for a long-distance delivery, and buyers close to you won't wonder why your Shipping seems so high just to reach their nearby address.
