The buyer hasn't formally filed an INR, just sent me a nasty message threatening to report me to eBay if I don't refund their money on a coin that "should have been delivered a month ago", and they made sure to tell me they are not happy with the service they got.
Tracking shows delivered in November. I provided the buyer with the tracking number, a USPS link, and agreed that they are correct they should have received their coin a month ago (and it appears they did). I suggested they address this concern with their local Post Office (because tracking shows delivery to a PO Box, not a house, where it could have been delivered to a neighbour).
Anything else to do? How to protect against negative feedback when they're complaining they didn't get it and I have proof it was delivered?

As long as the item in question is covered with seller protection, you're good. To qualify, it cannot be in an excluded category, and the tracking MUST show delivered at the address the buyer provided at checkout. If it is outside of 30 days from the delivery date, the buyer cannot open a case through the moneyback guarantee. If i was you, I would first block the buyer, second report the buyer for feedback extortion, and third ignore every message that comes from them from now on. Be prepared with all the same tracking info if the buyer decides to open a payment dispute through either PayPal or their credit card company. Sounds like you lucked out and got one of the buyers who's quite a doozy. It happens to all of us sometimes. 😂

You answered your own question. Call Ebay if the person gives you a neg and stop communicating with this person. You did all you can do.

In this case, wouldn't file an INR because it's obvious they are going to lose. If they send a message and complain, then if I can't find the proof quickly enough and get flustered, I might refund (thinking it's going to save my reputation).
It's entirely possible the buyer didn't get it, or they got it and forgot, or they got it and misplaced the envelope before unpacking it... anything is possible. But none of that's my responsibility when it shows as delivered.

I have done this. Misplaced a eBay purchase and it got buried on my packing table and I found it a week or so later. I messaged the buyer and they said tracking shows delivered. They were certainly correct.

Insurance is a waste of money. Since when does the post office pay insurance on coins?
Signature confirmation doesn't afford you any more protections on items less than $750.
As for whether this coin was expensive, it was about $80. Hardly worth annoying a buyer for a signature. I don't sell anything expensive enough to require a signature (by eBay/Paypal regulations).

They did not open a case, so there's no case for me to respond to.
But I think this ended well. Since the buyer suggested they got it and misplaced it (and will check at home), I haven't heard a peep.
Oh, and one more thing... when I was in my Purchase History yesterday checking tracking on my items (to see when they arrive in Canada so I can predict at which time to make a run to the post office), I noticed everything that was marked delivered by USPS/Canada Post shows as "delivered" in the purchase history.
The buyer would have had to go to their purchase history to find the item to send me a message (to make sure they are contacting the right seller on the right item). The "delivered" part is something I don't think can be missed...
The only time items I buy don't show as delivered is when it's something like candy that ships without tracking. In that case I need to keep track (and I do so by leaving feedback when I get it, so I know what I've received). If there's no tracking, there's no delivery notation, but I will point out that the coin I shipped went with USPS tracking.

Sometimes I have difficulty keeping track of which stamp albums have arrived. I try to leave feedback the day I get them so I can mentally remind myself they have arrived. (A lot come surface post without tracking, so I need to pay attention).
Generally speaking, I think most of the stuff people order eventually arrives. I only recall a couple of instances of something never showing up (and it came from Asia).
