You want to increase prices because of customs fees? That seems rather unwise as all incoming packages (to the US) from international sellers are already being charged those fees by ebay. Your sales are definitely going to be negatively affected if you AND ebay start charging additional fees. You can increase or decrease your prices in bulk by going to bulk listing page.
If you want to see whether you've been paid, you can go to your Payments tab and review your transactions there.

Add $15 * to the shipping fee you have indicated.
With the same situation, I returned to listing all my new material on dotCA, my home site, and use eIS to ship internationally. This automatically charges US customers the appropriate tariff.
My older dotCOM listings most of which were Free Shipping, are now Flat Rate $10, while my domestic (Canada) remain at $0.00 and overseas are $9.99.
* You want 15% but the arithmetic on that is beyond me. The system does not change.

How is eBay charging the buyer import fees?
Only Canada, USA , and UK have eIS /GSP which does this.
Some sellers are using DDU/DDP shipping, is that what you mean?
If the import fees are not prepaid, since the de minimus $800 duty free allowance has been dropped, the buyer will be paying those import fees on delivery.
The problem arises for non-US sellers listing on dotCOM.

Also, you may want to reread the OP's post, as he asked how to add 15% to his items, not how to add 15 dollars. 15% over his current prices is way more than 15 bucks.

Just because eBay says something, that doesn't mean it is true.
Anything that is shipped by a postal carrier to the USA has to be sent DDP (delivered duty paid) so the seller has to pay the duty when the item is shipped.
Some commercial carriers will still accept DDU (delivered duty unpaid) shipments, but sellers would not be well advised to use a service like that, because USA buyers will often refuse the pay the duty, and some carriers will deliver the item anyway. Even if they don't, they will charge the seller a very large fee to return the package, or else they will destroy it.
Buyers do not have to pay the import fees. They can simply refuse. They may or may not get their item anyway, but the sellers have to pay for it if the buyers don't. Some USA buyers don't care if they are unreasonable and are stealing from international sellers.

Okay, well as a US buyer/seller I wouldn't dream of buying the OP's items with that little blurb from ebay in the listing. I realize you are probably far more knowledgable about these matters, but this is the message that is clearly and prominently displayed by the ebay platform for US buyer/sellers at the present time. If ebay is lying to all of us, so be it, but I sure won't be buying from any international seller whose listings display that little blurb and who wants me to pay an additional 15% to cover costs that I may (or may not) also be hit with at the time of delivery.

If you want to increase prices for deliveries to the USA only, then you need to increase the domestic shipping cost on your listings. That is the only way to have the increase only affect transactions that are delivered to the USA.

Yes, eBay is lying to all of you, on this particular topic. This has been pointed out to eBay before. They are aware of it.
If you want to believe them, that is your choice. You can keep your head buried deep in the sand, if that's what you want to do.
You could try asking the USPS if they are collecting duty for imported packages that are valued below US$800. (They are not.)

I, personally, have already had to pay customs fees on a package from Italy so, at least for me, ebay hasn't lied. I just paid the fee because I wanted the item, but I will not be buying from an international seller again anytime soon.
I'm a little puzzled as to why you are in such a hurry to misdirect the OP. He asked a very simple question and he's been answered. As valuable as your opinions are, they directly contradict the written ebay policy.
ETA: The item I got hit with a duty on was a 90 dollar tarot deck, so well under the 800 deminimus threshold.

Good for you, to pay the import fees that you were supposed to pay. Unfortunately, many USA buyers do not do that.
eBay's "written policy" contradicts Executive Order 14324, which requires all packages being imported into the USA, valued below US$800, to be delivered duty paid (DDP).
Some commercial carriers are still accepting DDU deliveries as a "courtesy" to the buyer.

You have no idea how the seller is shipping. All it says is "economy shipping".
Good for me is right. Of course I'll pay whatever fees I'm told to pay, as I generally try to avoid being a shifty jerk, and won't leave a seller hanging. I just won't be buying from international sellers anymore.
As far as whether the USPS will collect the fees. .. They most assuredly can and very well may for any parcel that isn't shipped DDP.

The USCBP Customs Office will not accept any postal parcels that are not sent DDP. That is what the Executive Order 14324 says.
So there are no fees for USPS to collect. That is why they were able to get rid of the de minimis exemption, because the USPS would not have to do any additional work as a result.
