My store URL is my old ebay ID, which is my email address. I have been requesting over the phone for the past TEN years for this to be resolved. Dozens of IT tickets submitted with no response or resolution. How am I supposed to brand and advertise my company with an incorrect URL?

Get off the phone. You are talking to undertrained clerks working for a sub-contractor in Utah. They have no authority to do what you want-- if those "tickets" were even submitted.
You need the eBay employees who are well-trained and do have some authority.
