After receiving this message from eBay I ended all my listings.
"You’ve been enrolled in eBay International Shipping—our new program that makes it easy to sell internationally. And, it comes with incredible benefits:"
I'm not a large volume seller so it's not a huge deal. My issue is that I created shipping rules to specifically not offer international shipping and eBay showed no respect for those rules.

Thanks for these 'words of wisdom' @gurlcat :
"During your regroup, if I could offer just one piece of advice it would be this: Make reading Community posts (old and recent) your new hobby for a while. Any topic titles you think look interesting. You'll be astounded at the amount of stuff you didn't even know you didn't know, ha. The regulars here know a thousand times more than any overseas eBay employee, and whenever we run into something we don't know, we compare notes and even run experiments until we figure it out"
I'm catching-up with old hobbies now..... and yes I know there are helpful folks here with plenty of knowledge, information, experiences, etc....
I'll stay tuned occasionally. Glad you're here, and same said for others with a helpful and knowledgeable skill-set. 🙂

100% in agreement. More money and no risk? Does eBay take me for a fool? No way I would want to be opted into something like that.

You made some nice sales here. Seems a shame to quit a successful endeavor over an issue of principle where the unmet expectation seems to be an unrealistic one to start.
eBay showed no respect for your choices because it cannot.
eBay is a corporate vehicle, and therefore is incapable of showing respect (or disrespect either) at least, not to an individual, not in the manner you apparently anticipated.
We are but cogs in its machine, and it does not have any ability to make exceptions or acknowledge special cases. And that would be necessary for you to get what you expected—an understanding from it about your choosing domestic over international sales. But eBay is an unfeeling entity that can never emote or respond with authentic expression or concern. It serves itself first, as well as provides a selling platform to us. It makes it clear in its terms that we must conform to its policies, not vice versa.
That said, it’s understandable that eBay is not everybody’s cup of tea, and there are multiple venues for sellers these days. I wish you continued success wherever you land. Good luck.
