I want to promote ONE item and cannot find the Promoted button

Where is the Promoted button?  I have one item I want to promote and cannot find it.  I do NOT have a store. (maybe that's why I can't find it)

Hmm....could this be why I cannot promote?

Really tired of EBAY micro managing my listings and my account.

Check your Seller Dashboard. eBay has performance standards that must be met to use promoted listings.

Did you think of clicking on "Sell Faster"? Promote is in that drop down menu, but only if you qualify.

You must meet certain eligibility requirements to use eBay Advertising, such as having an eBay account in good standing and maintaining high seller performance ratings.

This is eBay's playground if they want to micromanage your account they can. You agreed to it by signing the User Agreement when you created your account.

Has your rating dropped for canceling to many orders?

No.  I haven't cancelled orders.  I'm not selling at the rate and standard that Ebay wants me to.
