I want to ask ebay to step in—there is no link to do this (even though it says there is)

I sold an item and USPS tracking through Ebay says it was delivered on the porch 1-15. Buyer says he did not get it. Ebay is withholding funds from me til resolved. I sent 3 messages to buyer with no response back. I have followed Ebay's instructions how to have them "step in" but every way I try, there is no link or way to do this! I am so frustrated. If it was delivered why am I having funds withheld. It's been over 3 days since the dispute. I tried calling on the phone and it just directs me back to the web. How do I get Ebay to step in and release the funds owed me?

You have entered the tracking number into the case?

If the tracking is showing as delivered, be sure you respond to that item not received case by uploading that tracking number.
