So I recently sold an iPhone, I used my old address and shipped the item from that address, but in reality I gave it to my new post office for them to handle it, My USPS tracking says the tracking number has been created, and it's waiting for me to give them the item to ship, But I gave it to my new post office two weeks ago. My customer says he never received the item..? Where is the phone, I'm confused.

Is the "university mailing office" an actual United States Post Office? Or did a mailroom hand it off to USPS?
You say you "hope they have a receipt." Does that mean you weren't given a receipt when you paid for postage?

At what point do people realize that selling iPhones is a risky business. I swear, half of the seller complaints are about iPhones.

@pburn is asking the right questions. Now's the time to visit the University mailing office, tell them you are out $500, and beg them to help. With luck, there's a slim chance this will turn out well (but as a low-feedback person selling high-priced tech, you should know you have a target on your back).
