Hi guys,
I plan on selling a new computer Custom built on Ebay; hopefully for a premium. It's not used besides for installation of W10 and other things. But im concerned that when I sell to a buyer they will claim its "used". Or maybe a buyer will bend a pin and insist a refund. What would you guys suggest I do to prevent my self from being scammed by such things? I plan on creating a video tape of my product before I send it to prove that they're no chips or scrapes and that the product works as intended.

A new seller with a new premium computer .... what can go wrong?

Don't do it.
Start out selling small stuff until you get the hang of how this place works, what the rules are and how to handle problems.
The baseline rule is to have as much feedback as the price of the item that you are selling..... or at least have some experience under your belt.

OP,
ebay does not look at videos.
If a buyer files SNAD, they can send you back a rock and you will have to refund.

This is true.
And for the record, if you don't know the lingo being a new user, it means "Significantly Not As Described".
If you are unlucky enough to get a buyer who is trying to take advantage, they could say the item was SNAD when they receive it, and you will be forced to accept a return. At which point they could return "anything" in the box, and you would have no evidence to prove otherwise.
Sadly, new users are targeted by fraudulent buyers.

There is absolutely nothing you can do to prevent a return and refund if you sell this thing online anywhere.

Don't think that way or you'll never sell a thing on ebay, my stats since I started show that buyers are 99.9% honest, and by the way I never received a rock back in my 20 years here. If I ever do, I'll just rock and roll and move to the next sale.

You also do not appear to be selling thousand dollar items in a high-fraud category.

Not now but I did sell many PC'c and laptops in the past, even a $5000 antique.

A new cusom built computer is not high fraud, especially when being sold by a newbie?

There is a popular saying on these discussion boards...."don`t sell anything on ebay that you can`t afford to lose". I don`t know who coined it. While I find most buyers are honest and very nice to work with.....there are others that prey on loopholes in the system.

I've sold here for fifteen years. Never had a return. Never had an INR. Rarely get non-payers. My buyers are as good as they come.
I also don't sell highly desirable, expensive electronic doohickeys, and I would not expect a brand new seller to be able to absorb the loss of anything expensive. Heck, I self insure and my comfort limit is only $200 even though my loss fund would easily cover that amount.
The actual, real truth is that if you sell anything online or anywhere else and accept reversible payment forms - Paypal, debit cards, credit cards - your money is not yours for several months. It would be an egregious mistake to not inform a new seller of that fact.

And I will say this even if it upsets some sellers, my worst buyers are ebay sellers, I would try to avoid them but in a BIN you can't control that. As a matter of fact, if there was an option to block ebay sellers, I would check it in a heartbeat, just my own experience, yours may be better..

Don't sell it here .you are too new and a scam buyer will target you.

OP, I suggest that you take a look at ebay's buyer Money Back Guarantee, emphasis on the word Guarantee. Then see if you can find some Seller Protection in the help pages - let me help you with that, the only consistant seller protection is that if a seller has tracking that shows delivered (or Signature Confirmation if the item is over $749) then a seller will win an Item Not Received case - and nothing else. And that consistancy is going away with the new update.

OP, you have been given great advice. You are a new seller, looking to sell in a high scam category. Other than an item not received claim (if shipped with tracking) there really isn't any sort of seller protection once the buyer purchases the item. In the event of a dispute videos don't help, eBay approaches it as a "he said she said" situation and will force you pay to have computer (or whatever) returned and then you'll be expected to issue a full refund.
