I overpaid while buying my label through paypal. When I sent to drop off at the post office, the weight was less that what I had calculated. How can O get a refund by usps? Or by paypal?

I don’t know of any way to fix an overpayment short of voiding the label and repurchasing but since you no longer have the package that won’t work.
its possible the automated process could catch it and refund the overage but that’s a new procedure and I don’t think we know how often that happens

USPS will not issue a refund for this if you used the label.

You can not and it is not worth the worry, stress, research, and or effort to even consider it any further. Sellers need to learn to value peace and comfort in there lives and quit trying to loophole around every issue they encounter.

I recently received e-mail from Ebay about shipping cost adjustment. I copy here some information from that e-mail, might help.
"The US Postal Service has let us know that some of your recent shipping labels required a cost adjustment. That means you paid too much or too little for the actual cost of shipping....If you think these adjustments are incorrect, you can contact USPS Customer Care at 1-844-819-5187 or verifypostagehelp@usps.gov to open a dispute. USPS will respond within 5-15 business days."
Of course, I underpaid the shipping, otherwise they would not contact me. I don't know how to prevent this. I have a scale at home and I waited the package before I dropped it at the USPS - that was I lb, but USPS said it was lb 3oz. The package turned from First Class to Priority Mail, and they charged me 3 times more. I would expect they send the package back to me for the additional shipping, but I was wrong - they made decision by themself. I used Ebay shipping services, now I think I should use my USPS account. I will pay more, but have ability to choose the way how to mail my package.

USPS recently set up machinery in their sorting centers that can detectunder paid or overpaid postage (based on packge size, weight, etc.). If the label was purchased online, then the cost adjustment is made directly to the sender's account, there is no need for USPS staff to try to collect Postage Due. Overpayments are credited. This system applies regardless of where you purchased the postage label (eBay, stamps.com, USPS Click N Ship, etc.). Not clear how using your USPS account would make a difference.

Yes, if you do get a credit it goes to the funding source that paid for the postage label.

Is their any advantage to printing your shipping labels / buying postage on eBay. I just write everything out by hand

Yes, I was shocked one day to get an email from eBay that the USPS was refunding almost $3 because the weight was less than I had indicated on the label. The money was put into my Paypal account because that's how I paid for the label. I know I've had another package since then where on the post office scale I noticed the weight was less which should have brought the price down, but I did not get a refund for that. So, it's hit or miss.

If you buy the labels online through eBay, there is a discount for the postage, sometimes significant. Also, if you send it Priority Mail, you get $100 insurance included instead of the $50 you get paying at the post office.

The $100 insurance is just for Top Rated Sellers. The OP will pay the regular online rate and get the regular $50 of insurance coverage when purchasing Priority Mail postage.

Yes: You pay discounted online rates for all services except Media Mail, and the weight limit for First Class packages is 15.999 ounces rather than 13 ounces.
The tracking number is automatically entered into your transaction details on eBay, so there is no work for you and no risk of losing the receipt, forgetting to enter the tracking number, or entering it incorrectly. Also no risk of transcription errors when entering the buyer's name and address on the label.
The amount of the postage discount varies depending on service, zone, etc. and it can be significant. For instance:
* Shipping a 5-pound package to Zone 5 via Priority Mail costs $14.15 at the PO (retail) but only $10.65 online.
