That would require eBay to have the access and the authority to charge a buyer's account. They have never had that, and if they tried to get it I suspect most buyers would leave.

If you do not open a case then skies the limit for a buyer to pay. You have to open a case. Another thing you can do is set your requirements to not allow buyers with cases for unpaid items.

You are using auctions.
Auctions are a dying part of online business- less than 15% of eBay listings and most of those have Buy It Now enabled.
Switch to Fixed Price (watch for relist dates-- although it looks as if you are using the Fifty Free listings so this is unimportant for your) and perhaps Immediate Payment Required. Your items will remain available until someone actually pays for them.
You are in a demographic which is impulsive and goes for Immediate Gratification. That's all that's going on.
I f you are using the Simplified Sell Your Item form you should be aware that it defaults to Auction. Move to the Advanced form which offers more options and is easier to use.
BTW-- PO boxes are the safest addresses there are. No porch pirates, and if the item doesn't fit into the box the recipient must claim it, with ID from the clerk. And you can't enforce the exclusion of NY boroughs.

With way fewer than 50 listings, having your listing relist automatically costs you nothing.
If you don't want it to run again, you just cancel it. Not cost to you or your account.
