99% of my shipments are via USPS. I've been shipping SAME or next day (very often on Saturday) for years...MANY years.
I've even taken future shipments for auctions when I go home for Christmas and the end date is after Christmas.
Last year, per ebay "metrics", I had 18 late shipments from Feb thru Dec.
This January alone, I've had 17...5 more and I lose my beloved 10% discount.
That used to mean something, especially when I was selling $6K/month and the discount was 20%.
Now, it means nada. I'm happily bopping along at about $1K or less per month...which equates to a whopping $10 discount. One extra $10 sale makes that meaningless.
ebays KNOWS to 3 decimal places the actual average USPS delivery time for seller items from one ZIP to another for all classes of mail, but simply refuses to use THAT metric as a yardstick for seller "performance". Adding 1 day to that average would even allow a RANGE for expected delivery dates...and acknowledgement that stuff happens. At least USPS does (hint, hint).
Maybe they have to justify the CEO's quip from the Davos conference that the average delivery for ebay items in the U.S. is TWO DAYS. He said it with a straight face.

I was under the impression that on time shipping was based on when the local post office scans the package, not when it arrives to its destination.
Is that not the case?
BTW, I no longer worry about TRS either. I do my best and leave it at that.

I used to list everything to qualify for TRS+ after the changes to the discount I now list about 10% of my items qualifying.
The criteria goes like this for me to create a TRS+ listing:
1. Item must be reasonably valuable.
2. Must be small.
3. If listed as auction it must end on a weekend.
4. If a buy it now I have it already packaged.
If it doesn't meet those things it is not listed as a TRS+ listing--eBay can keep their $10 fvf discount per $1000 of sale price.

I still qualify for TRS+ but ship using standard shipping rather than USPS First Class - that way I get a a day or two more for the estimated delivery.

Here's the real kicker. You could have 1000 transactions with 1000 REALLY HAPPY CUSTOMERS, and you still wouldn't be top rated. You still don't deserve any thing. However, the cruddy 89.8 feedback rated seller gets 500 free listings this month because they haven't listed in a couple months. Gotta catch em all gotta catch em all

What is your "standard shipping" if it's not FC?

Under the shipping services - I just scroll to Standard shipping 1-5 days. Most people know that the USPS is the most used service and I've never had anyone ask me how I ship by using that - but it gives me a bit more leeway and everyone commits about how fast the item arrives.
If I designate 1st class - the expectation is 2-3 days and we know that occasionally it may take a day or two longer.

That is a helpful information .. thanks for the tip! Do you select "standard" from the drop down when you are listing or is that an option when printing the label?

Call eBay. Go through every. single. listing they say was late.
We had 6 on our list - all were shipped on the next business day (or the same day!) and the latest delivery was 10 days (counting weekends and holidays) with most of them arriving within 3 days. ALL were within the acceptable shipping and delivery range. I spent 10 minutes on the phone with CS going through each one, using eBay's own system notes of date paid, date shipped, date delivered. All six have been removed from the report (well, one has an open return so cannot be yet).
CSR said they use a third-party reporting program. Also said that if sellers do not call to inquire, they assume the report is correct - which means the seller gets the defects.
CALL EBAY.

The only thing I can think of is that the days the sub-carrier is on my items aren't being scanned right away (she's a lazy one). Sometimes she doesn't show up until 6:30 PM! And when it's snowy and icy we get pretty late delivery, too.
I also tried to set my settings to state that after 3:00 PM I can't mail until the next day just to be safe, but the settings on eBay won't allow me to set that before 5:00 PM.
Lose-lose situation. Just doesn't seem at all right. We simply cannot control what the PO does!

Exactly, you have to call in to get them removed
Ebay says its proactive on this issue but many false late shipments occur on the dashboard.
But like the OP said Ebay CEO Wenig also says items in the US arrive in an average of 2 days on Ebay,.
With statements like that, you have to question Ebay's handling of their own policies

So, we're at the mercy of the 1st scan, which determines "speed" of delivery.
If my substitute carrier doesn't scan , and neither does the receiving P.O. (not unusual), game over.
My tracking uploaded on time is 100%, which reflects the day of or day before actual acceptance by USPS, scan or no scan notwithstanding.
ebay doesn't trust that...it's run by algorithms, which can't be programmed for common sense.

What about high volume sellers? do they need to hire someone to call eBay to challenge every single ding? This sucks. It's another example of how this company has unconscionable practices.
You shouldn't have to do **bleep** like this. Bottom line, once a seller prints the label, packs the item, and drops it at the post office, THERE ISN'T A **bleep** THING THEY CAN DO ABOUT WHEN IT ARRIVES. Also, we can't do anything if the post office decides to sit on the item for a few days before they do anything with it.
This is total garbage. I hate this company, and the scum that run it. Unfortunately, it's really the only game in town, so we are stuck with it, so the facile, stupid quip of "if it sucks so bad, don't sell here", can be inserted into your colon, should one choose to respond with that little gem.

Yeah on this note. I ship with in 24 hours take it to the post office within that 24 hour period and yet I am getting dinked for late shipments.
And I had a sale and the lady lived three blocks away. She was concerned about porcelain breaking so we met at the library. She left positive review.
You know what? I get dinked for not uploading tracking info.
