Buyer is in Switzerland. Shipping is $11.50 to $14.00 on each listing.
He bought four items, put them in his cart, and requested a total. Told me he wanted to add items.
Low and behold, the items he wants to add are requiring immediate payment, and he's uncomfortable giving me that much postage "per item" on items that cost less than $10.
So thanks to eBay's micromanaging their sellers... I lost some sales today.
FWIW, I did explain what was going on with the buyer so he knows I'm not being a pain by putting immediate payment on items.

Been there, done that, only from the other direction. I understand.
Two OOAK items I wanted to buy, listing said will combine shipping, ask for an invoice. Couldn't do that as items were IPR. Contacted seller and said it was IPR so I could request an invoice as she said. She didn't know the item were IPR, she had not put that on them, and she couldn't remove it. She made me an offer on each of the first messages, one for each item, I accepted, then she sent an invoice and I could pay.
I felt for the poor seller. I hung in there but not everyone would.

Maybe you could remove the IPR on the Advanced Listing form?
Hate to see you lose sales like that.
Or set up a new listing just for him for those items, with the reduced shipping on it?

What i do is tell the buyer to pay the price and when i take it to the post office, if i can send it cheaper, i simply send them a refund for what they overpaid....More often than not i buy ebay stickers at a discounted price and use them....But there again some buyers like to cause trouble and i guess you found one here...have a nice day

When I found out about this IPR, I checked my listing client and went into edit the listing, and it's not checked. I looked at the listing again, and clear as day it says this item requires and immediate payment.
What annoys me is why can't they let us run our business the way we want to run it and leave the decision making to the business owners.

You end up paying final value fees on the part you “overcharged”, the only winner is eBay. You don’t get your fees back for a partial refund, only the PayPal fees.

I think you might be over reacting a little... the buyer wanted a few coins (less than 5) that are priced less than $10 each. So let's say $50 in coins. He could potentially be charged $57.50 in postage on those coins alone. Because there are sellers that just keep all the money and don't refund it, buyers are a little skeptical when shipping is too expensive. We can promise to refund them, but they can't force us to.

None the less arguing about S/H. Free shipping will take care of that.

Yes, and that's good, but the buyer has already expressed that they were uncomfortable paying full price for all that shipping, and that he doesn't want to do that. If he had, though, refunding the overage would work.

You don’t get your fees back for a partial refund, only the PayPal fees.
If the overcharge is $10 but you paid fees to eBay of $1- then the refund to the customer is $9.
Or $9.50 if you want to split the difference.
Frankly most customers will be surprised and delighted by any refund on overpaid postage.
And technically, sin and I are using Canada Post and paying a fuel surcharge and federal sales tax on postage. So the price of the stamp is not what we paid the post office. But that's another story.

Speaking of which , I miss the days when we could pay for everything in our carts all at once . The way it is now has caused me some tremendous headaches . Here's why ,,, I only get paid once a month besides whatever I earn from my e bay sales . I place the things I need in my cart all month long and when payday arrives I pay for the items I still want,, one at a time . The trouble with this method is my bank . Everytime I get to the 5th or 6th purchase the autobots in their fraud protection dept. sense my debit card has been stolen and someone is going on a spending frenzy . So my card gets shut off . This happens every single month and sometimes they fail to send a text alert asking me if I did indeed make these purchases . It's a huge hassle . The last time it happened I had to leave 100 dollars worth of groceries at the store , drive all the way back home to call the bank. 😞 Tulips

Sounds like you've been dumped into ebay's 'forced IPR". And yes, no way to get it off.

The function that would work better for that is your Watch List.
It might also be useful if you added a credit card to your Paypal account which would allow you to pay the seller for needed items immediately, and pay off the card at your leisure.
It is my understanding that the cart can only handle a dozen purchases at a time. (Or perhaps it's PP that can only handle a dozen for any given seller.)

Unless something has changed, when ebay has forced IPR on a listing, it does not show that immediate payment is required on the listing...that is only supposed to happen if the seller checks off the requirement on their own. Forced IPR isn't supposed to stop buyers from asking for an invoice either although seller requested ipr does prevent them from doing so. Obviously something is glitchy if IPR is now showing on your listings.
