I called Ebay last week and was told that I had no restrictions on my account and anything I sold would take 4 to 5 days to get into my account. Today I get a notice saying payment is on hold for a month and I need to do a 2-step verification. They have my bank account, CC and Paypal account. Then I get a notice to send my paid item now but they did not send my payment now in my bank account, which I had indicated in my listing that I would send after I receive in my bank. What is going on?

The 25 items in 90 days is a new one, first I have heard of that one but it does not surprise me. This will have a significant impact on a lot of new sellers if that is the case. One has to wonder how much interest eBay pockets while holding those funds in escrow. You should be fine on canceling your auctions as long as there are currently not any bids on them there should be no penalty fee for doing so.
I wish you the best in finding another venue out there to handle your sales there are certainly plenty of them available. Some with more seller favorable fees and better seller protection.

I am going to assume you were recently converted to Managed Payments. The verification process is part of the MP conversion.

As a new or infrequent seller your funds may be put on hold for up to 21 days. If you need to pay for shipping and the FVF you can have those taken out of your on hold funds. When I was converted to MP I opened a separate checking account to handle just the eBay business. I was not going to give eBay access to my primary personal bank account for security reasons and it also makes things easier at tax time.

I'm not new and it Ebay even states long time member on my listings and thanks me for being a long time member whenever I call them. I spoke several days after the manage payment and was told precisely that I had no restrictions and 4 to 5 days payment would be into my bank account. I too opened an account just for Ebay as well. What is the 2-step verification asking for if they have my account, cc and PayPal? I read someone said they had asked for a mobile number. Hopefully that is not true, since I don't have a personal mobile phone. However they do have my home phone number.
However, the main issue I have is them doing the opposite of what they have said. If my account is restricted or needed a 2-step verification and payment was being put on hold for 30 days, this is the complete opposite of being told that I have No restrictions, and 4 to 5 days payment will go into account. This sends a red flag for me, unless this is a glitch in their system .

Don't know about the 2 step verification, but you're a new seller and your funds will be held, until after the items are delivered.

You have to factor in the quality of eBay customer support at the moment which is from all indications less than adequate.

I just talked with Customer Service who confirmed that I was already Verified and I'm a long time member, but now they want me to sell 25 things and then they will release my funds. I have over 60 feedback with 100% rating. She did apologize for the wrong information that I was given. So I will go ahead and send out the item I just sold and cancel my auctions that I have listed. I am not able to continue with a company who is unable to secure my trust in them, and to do otherwise, would be foolish on my part. When it comes to funds consumer/government it is always the company who is on probation. If they fail to hold to accurate and ethical practices, we have no choice but to discontinue with them. Although, we do have a choice to report the company which could end up on a military off-limits list.

Looking at your account, at least the one you posted this question under, you have been a "member" since 2018 and only have 1 feedback as a seller which is over a year old. The phone number is probably not an issue I too used my home landline number when I setup my account. I am not sure exactly what the verification process is but the message you received from them should have specified that. I know that when I initially setup my account it went through a couple of micro-deposits to validate/verify the banking information.
As far as what they told you the quality of the current eBay customer support is less than optimal these days and has been the discussion in a number of postings on this site. The glitch is probably in the personnel manning the customer support center these days.

You have not sold in the last year or so and that means eBay is definitely treaing you as a new seller.

It would have been acceptable had I been told that they considered me as New Seller and that all new sellers rare require to 25 successful sales in 90 days. That seems like something that I should have been informed of, instead of telling me money will be in my bank in 4 to 5 days and that they're no restrictions on my account. I'm pretty sure requiring 25 sells in 90 days in order to get your money sounds like a restriction to me.
It's ok though, I cancelled my auctions and will take a loss on all my listings to ensure that I won't have to go through this ever again, but it is not worth it. If you keep dealing with a company with issues, then you will keep having issues. I'm not going down that road. Trust runs both ways, especially when it comes to your funds.

That is not a requirement for new sellers, that's just how long they'll put a hold on your funds.
Until you reach that point, your funds will be held until after tracking shows the item was delivered.
Once tracking shows it was delivered, the funds will be released in a day or two and sent to your checking account.

Your selling problems arose from being hard-headed.
You may have been a member for a while, but when you started selling you wanted to do it your way instead of following procedure.
As a new seller, you are subject to holds and ultimatums to fulfill.....you are just another new seller and not above such procedures or requests. Don't like it ? Don't sell.
You have a statement in your listings to your buyers that you won't ship until the money hits your bank account ? There are other hard-headed sellers getting suspended and booted for doing this. It would not have worked out for you anyway.
In MP we ship after buyer pays, period. They definitely paid for the item, you just won't get it for a few days.
We were spoiled by PayPal who used to float us the money immediately, eBay doesn't do this and deals with real money in real time.
Still, in MP we can get payed our money once a week......twice as good as a regular job that pays every two weeks, right ?
If you want to sell here you have to let go of the old ways and follow eBay's procedure.
Not willing ? Then you won't be selling here as you've found out.
Your only problem is being hard-headed and trying to dictate to eBay how you're going to proceed.
That won't work for you on any platform, but you're probably going to have to find that out for yourself.

Which procedure are you referring to following?
The first customer service on Oct. 12th telling me there are no restrictions on my account and my payments will be in my bank account in 3 to 5 days. But if I have a credit union those seem to be processed faster.
OR
The second customer service on Oct. 14th telling me that I have no restrictions. Thanking me for being a long time member and confirming that my information (bank account, last digit of social and cc) are up to date to process my payments in 3 to 5 days, but then he said sometimes it can take up to 7 days. That wasn't a problem for me at all.
OR
Logging into my account on Oct. 18th with a message that I needed to get a 2nd verification and that my payments are on hold for 30 days.
OR
The third customer service rep that I called after I seen the message on Oct. 18th and who confirmed that they already had my verification (cc, social, bank account & even PayPal) The rep apologized for that and then told me the reason it is on hold for 30 days because I need to sell 25 items in 90 days and then they would removed the hold off my account.
I don't see how anyone can be spoiled by using Pay Pal, when Pay pal is not the factor in this at all. I don't think anyone here made a comparison. The issue is not getting the right information and it is not consistent at all.
