I have been having Items ordered and unpaid with Positive Feedback left before the item was even paid or shipped, is this a "I didn't receive the item" scam? I didn't know buyers could leave feedback before they even paid or the item was shipped, it also doesn't show up as feedback next to the item in my orders something doesn't seem right to me. it happened before where buyer purchased a VHS tape left feedback then requested an order cancelation, I figured no problem they just found a better one so I canceled the order. the next morning when I woke up the same buyer ordered another VHS tape, left feedback and requested an order cancelation and as far as I know the seller gets docked for canceling too many orders so I declined then after the 4th day unpaid I blocked them so they can't keep buying and canceling orders. and now I had another unpaid order with positive feedback  left and I'm guessing I'll get another cancelation request. anybody else have any experience with this happening?

If a buyer hasn't made a purchase eBay's feedback system won't allow a buyer to leave feedback. They can leave feedback immediately after they pay even if you haven't shipped. 
Sellers don't get defects for cancelling orders at buyer's request only if you cancel for out of stock. 
If you are getting a lot of unpaid orders you may want to utilize immediate payment required on your buy it now listings. I haven't had any unpaid buyers in years. 
I hope you are canceling orders for non payment citing buyer didn't pay. Doing that will give the buyer an unpaid item strike, 2 UPIs in 12 months will get the buyer blocked from bidding and buying. Also any feedback left by the buyer will be removed.

Thanks! I have read that the seller gets a strike for canceling too many orders but if it's ok when the buyer requests a cancelation I won't worry about it, I have been letting ebay automatically cancel unpaid orders on the 4th day, I believe doing that also gets the buyer a strike as well. I don't know how they are leaving feedback before paying but they are somehow, waiting for payment on a Vintage White Trucks blue & white trucker beanie cap and they already left feedback somehow.
