They buyer was unable to my a offer of $350 and wants me to cancel the bidding listing and reenter it as buy now can this be done

Your only listing already has bids
That is unfair to the bidders who are presently bidding
I would advise against you cancelling their bids in favor of the offer. You have no idea if the bidder will follow through and the bidding may go higher. Let the auction play through

Are you saying the bidder who retracted the $350 bid now wants you to cancel the other bids and relist as BIN?

Excuse me, but you just are not paying attention. You have EIGHT BIDS FOR THIS ITEM. You cannot cancel an auction with eight bids to sell to some person who may not even be telling the truth.
LET THE AUCTION RUN!

You could cancel the listing and relist it with Buy It Now as long as no one has placed a bid on it.

“Dear bidder, I’m sorry you missed the Buy It Now option. Please feel free to bid.”
You have 4 days left. It may go over $350. to end a listing early, you would pay fees based on the last bid.

@glenmand_0 DON'T DO THAT if you have other Buyers bidding on the item!!! That one Buyer wants to prevent someone else buying the item OR driving the price up. Just let the Auction run its course and if it were me and a Buyer asked for that I would cancel ALL their bids and add them to my Blocked Buyer's list (link below).

Yes, you can do this - but a more important question is whether you should do this.
If you cancel the bids from the other bidders and add the Buy It Now, there is no guarantee this person will actually follow through and Buy It Now for $350.
What if his goal in asking you to do this is simply to trick you into canceling the previous bids so that he can perhaps get it for $20 instead. And you will have discouraged all your existing bidders for nothing.
If this buyer is eager to get it as a Buy It Now for $350, it probably means he is worried that the auction will go a lot higher that $350.
I would suggest that he simply bid $350 and let the auction run its course.
Recent sold listings indicate this ticket should sell for between $500 and $800.

Tell the wannabe buyer to bid

If you cancel the listing, eBay will still charge you their Final Value Fee on the highest bid amount (that's about $15 at the current bid price).
Let the auction run.

(They buyer was unable to my a offer of $350 and wants me to cancel the bidding listing and reenter it as buy now can this be done)
Your auction has bids on it and if it had a make an offer button on it when you
listed it, it is no longer available for a buyer to use now.
At this point in the auction as the seller you are not allowed to make side deals
with a buyer and let them Interfer with the auction. You could both get yourselfs
in trouble with eBay if you get caught.
