I got a offer from a like a ten day old account no feedback that's in Canada And it's the offer is $200 higher than my listed price which is $699 and my item is ps4 pro custom painted.
What's I'm asking is if should accept this offer or not.

Someone just offered to pay you an extra $200 for no reason.

It's a scam attempt. Of course, you do not accept the offer. You delete and block,although he will probably show up later with the same offer, different ID.
What sane person offers more than the price of item? A scammer. If you accept, you will get a message to send him your Paypal info. No legitimate buyer needs that. He will also possibly ask you to buy a gift card and include it with the item and he will reimburse you later. No legitimate buyer does that.
A legitimate buyer makes an offer through normal channels. The offer is usually a little less than your price.
You can accept, reject, counter or just let the offer die in 48 hours.

You are being targeted because you are a new seller and this type of item is what scammers go after. Also make sure you get signature confirmation when you ship it. Don't let anyone ask you to ship it to a different address and I wouldn't sell it out of the US either. Be very careful and come back here if you have any other concerns.

Thanks everyone I hate scammers. I refuse to be scammed. I was just hoping it would have been legit because I really need to sell it.

You have the right attitude, definitely, but you're still a choice target for them on the basis of your low selling record and your high-value item. There are many different scams intended to part you from your merchandise, and you have only encountered the first one.

Your best bet for a quick sale would be to sell it locally for cash. No one halfway across the country or halfway around the world has a pressing need for your specific game console.
If you're determined to sell it here, then decide how much you want for it and sell it as Fixed Price only, with no Make Offer button and with the Immediate Payment Required option checked. (See the full listing form to find that.) That way no one can snatch your item off the market without actually paying you for it first.
That will get you past the fake-payment scams, but you will still have a risk of fake shipping-damage or empty-box claims to contend with once the package arrives. Good luck.
