I feel like I am a detective in a novel I read. After poking many different people on ebay chat and a phone call here is what I have figured out with promotions.
1. to have an Established sales history you have to have sales over at least two billing periods. Not sure if that is consecutive or if it is 2 out of past 6 months or not.
2. Sales amount for qualification is AROUND $2,000. At the end of last month I didn't have enough sales according to the person I chatted with on Ebay. The lady today states that I have "more than enough sales". Last month I ended with total item sales not including taxes and shipping of around $1,400. Now I am at over $2600 in the past 90 days. So I believe it to be around 2k in sales minus taxes and shipping but it could be as high as 2,500.
3. The best time to contact ebay customer service chat or phone calls is first thing in morning when they open. They open at 5am PST /8 Am EST. I usually can talk to someone within 10 minutes if you get them in first 30 minutes they are open.
4. I think my dissatisfaction with the ebay customer service at first was the agents I got were not the most experienced. I think the last couple of times I chatted I got more experienced agents who just knew more information so they could share more. Or. . . they got tired of me so they answered my questions to get me to go away.
I think sharing this information is vital to help other sellers navigate thru the Ebay experience. Feel free to ask me questions if need, I have sold over 10,550 items in 21 years on ebay. Even if you sell the same items as me, I will answer your questions.

? Are you talking about promoted listings? I sell next to nothing on my small ID and am able to promote listings if I like. Maybe it's something else and I'm misunderstanding. Yes, a good time to call CS is beginning of the day, that's the usual advice.

I am glad to see you making the products you sell available to buyers trying to manufacture masks and help others. While not prohibited, I can also see this type of product violating price gouging guidelines as it is in short supply. Not familiar enough with prices to know.

The elastic? Looks pretty much market - it's elastic in large quantities (50 yards or more) about 80 cents a yard - that's par for the course (I used to do a lot of sewing and also sold supplies).
But still confused about the rest, though it's kind of the OP to offer to share and help.

I finally figured out what a "sales History" and established seller means
So it's either two consecutive billing periods, or two out of the last six month, or not. And you believe it is somewhere between either $1400 and $2500.

What was it that lead you to believe that "sales" referred to a dollar figure and not a transaction count?
