I was warned about this buyer seven years ago when she won an action of mine. She wanted to make payments I agreed, then was told by ebay or paypal that you can't do that. I forgot all this. Over a week ago same buyer wins my auction and asks same thing after she wins. I agree again. A week later she asks if she wins another auction can she also make payments. I agree. She still hadn't paid me a dime.She won second auction, now we are up to $4,000+.After she won second time I get a message next morning from another bidder.Her country was blocked which was an accident on my part. I lost $1000 more because this bidder was blocked by ebay.I am mad at myself for being so easy to manipulate.This has gone all wrong. I don't want the buyer to be mad at me so I lose $1000 and have to wait probably up to a month to get fully paid. I want to start over! This is not the id I used to sell. I don;t know how to resolve this in my favor.

Open an unpaid item disputes on the auctions that haven't been paid for. She can do payments through PayPal credit if she needs payments, should have nothing to do with you. The UID is the only way eBay knows you have not been paid, the only way to get your fees back. You can block the problem customer. Personally, I would have done it seven years ago the first time she tried this.
Once you have done that, you may be able to do a second chance for the foreign buyer. Otherwise, you can re-list and send them a message that its available again.

So, three times you agree to let a buyer make payments? How could you ever ensure that a buyer would follow through? You can't be that gullible?
File a Unpaid Item dispute, then relist when closed.

Because she has 100% feedback on all her ids.I know three of them now.

All buyers have 100%, they havent been able to get a neg since 2008

The sad fact is that she hasn't sent you any money and I wouldn't be too hopeful. I tried accepting payments by putting my shipping day extended to a month. It was nothing but trouble.
I'd do as the others have suggested. Block her and her other id's, open up an unpaid item claim and then let it close naturally. You don't need this kind of headache for any amount of money.

Go read up on PayPal credit and then explain to her how to apply for it. Since you did agree to it, tell her all items must be paid up by xx/xx/xx date (I suggest another week) then on day 3 open the unpaid case and then close it after the week is up.
Block her or make everything you sell BIN with immediate payment required.

I wouldn't tell her about paypal credit, if she's that experienced she's seen the ads when she accesses paypal. This looks like a trainwreck in the making. I suspect she was hoping you would ship in expectation of the payments. If you file a UPI and she does pay, now you have an unhappy buyer, and an "experienced" unhappy buyer on expensive items can be a major headache. At this point you have no real choice but to file the UPI, but send the messages about the final payment date first and keep copies of all the messages to protect yourself.

Although I understand your frustration lets place blame in the right place. eBay only blocked the foreign buyer because you told them to. You must have had a reason to block foreign buyers so you can not with any sense of authenic honor say you lost something to a buyer that you specifically said I do not want to sell to. You also did not lose anything yet because the foreign buyer has not purchased or paid yet so you have not lost anything yet, accept some time and sanity trying to reason out this problem.
Possible solutions.

OMG you have GOT to start treating this like a BUSINESS. If you have an auction going then you can require payment within two days or you will file an unpaid item dispute. 4 days after you open it you can close it on the deadbeat and move on. Use your blocked bidder list for problem buyers. Stop accepting ridiculous installment payment requests. You are not the buyer finance dept.
Your idea of listing buyitnows with immediate payment required is a good one - do it. If you are selling new items with known retail prices then you dont need to auction those anyway. Just list them for a fair price and require immed. payment and things will get better.

I used an app on my ipad and I didn't know the country where this item originated from was blocked. I didn't want to send to the whole world so I blocked SOME countrys but I didn't want to block the important one but it was blocked. She let me know after he auction was over. She asked if I don't ship to Europe and I told her yes I do. Then she told me how much she was trying to bid and Ebay blocked her. All my fault. I know this person who won would have bid that much too.She was surprised it didn't go higher.
