I can't sell for some reason.

I want to sell a few items on eBay, but when I try to list it, it says I've reached my selling limit on eBay, even though I've never sold anything! It always says "You've reached your selling limit", even though I've sold 0 items on the website.  When I request to up my selling limit from 0, eBay says that I'm not eligible for some reason.

Have you only been a buyer with this account?  Did you set it up to buy with this account?

What I'm getting at, Ebay won't let you sell anything on any account until it is properly set up as a selling account.  So go to your site preferences and fill in the information Ebay requires from you in order for you to sell and things will probably improve for you.
