Anyone able to interpret it for me?

Possible but may be a spoof; don't use any links in the message.

 

Ebay has been trying to do this for some time... Let us know if such works. You may have been targeted to try it out for all I know...

I can't make sense of that message from eBay

Saw something a short time back about rolling out a program that allowed you to keep your funds in an account something like Pay-Pal and use them to buy on eBay. At least that was my understanding about what was being talked about. This might have something to do with that?

That sounds like it's off-shore, not eBay. Delete as soon as possible.

eBay is rolling out a "wallet" feature, similar to a PayPal balance account, that allows you to maintain a balance in Managed Payments from which you can make purchases.

 

It was announced in the 2022 Spring Seller Update and discussed in this thread.

 

Introducing spendable funds

 

In the coming months, sellers will be notified that they have the option to use the earnings from their sales to fund their eBay purchases—without waiting for a payout to their bank account.

 

 

Here’s how it works for sellers who enroll

 

  • When you sell, your earnings become spendable funds as soon as the buyer pays. Spend them now, save them for later, or use them for selling expenses like labels and fees. It’s up to you.
  • When you’re ready to purchase, select your spendable funds as a payment method at checkout.
  • You can also withdraw all or part of your Available funds to your bank on demand. If you prefer to schedule your payouts, choose from weekly, biweekly or monthly options. If you prefer, you may also schedule daily payouts, but if you do so, you will no longer be able to request an on-demand payout, because you will already have our fastest payout option.

I believe this would only come from eBay, right?

Yes. That is correct. It is not a spoof. It is not off-shore. It is an invitation from eBay to participate in the new program described in my Message #5 above. As I understand it, the program is still by invitation only. You are not required to participate if you're not interested.

Right:  the message is from eBay.  

As "pburn" says, this program is currently by invitation only.  
I didn't get an invitation; fortunately, I am no longer a teenager . . . . .

Through eBay messaging? I've never heard of such a thing.

You should be able to tell from the URLs included in the message or message links whether it's from eBay. If every single message we receive through eBay messaging, or even email, were suspect, we'd never communicate with anyone. It's one thing to be alert and cautious, and another thing to be so paranoid that one becomes paralyzed by the fear of opening an email.

I have and seen such:

yet if savvy the sender is incorrect, in other words a user and not ebay..
