You have to go to your eBay account preferences and then select your PayPal account on the menu to update your information.

At the top of every page on the eBay site, ther eis a "Help & Contact" link. 

When you click it, it lets you search eBay's online help. 

Typing "set up paypal" into the search box finds this page:
