Assuming that you are attempting to list on the sberezovsky account, you appear to be a new seller.
All new sellers will have limits and restrictions placed on how much they can sell, and what categories they can sell within.
You are most likely restricted because you are attempting to sell an item that eBay considers high risk, or highly likely to be fraudulent ... being based in Latvia probably also factors into your restriction.
You could eventually sell this item, but you would first need to establish a track record on eBay. More info here:
