For Buying- There are 'auctions' and then there are items available for you to 'Buy It Now'. The listing will show it. If you 'bid' on an auction- be sure to see 'when it ends' and check back at that time to see if you won. 

If you are talking about selling- see the 'policies' and spend the next 30 days reading/absorbing as there is just way to much to discuss.
