if so, did u sign up with ebay's Managed Payments system? u won't be able to list anything for sale unless u do so.
also, since u have not sold for over a year, ebay will treat you as a new seller who never sold b4, so some restrictions will be in place until u prove to be a good seller.
It looks like you haven't sold anything in a while. Have you signed on with managed payments? If you haven't that's why you're getting that message. I would get right on it so you can start selling again. There is no more Paypal for payments from customers, you need a bank account with a routing and account number. Make sure all info is the same on your bank account as it is on your eBay account. Here's a link to get you started:
Looks like they haven't set their account up right yet. Perhaps no payment method set up. I hope they didn't get something off of the internet that claimed to be eBay but isn't. Another scammed newbie.
It's happening to me right now. This is what the eBay website says: "Your account has been placed on hold due to non-payment. Please make a one-time payment of US $2.64 today to prevent your account from being further restricted."
