Customers from other countries can still purchase your items if they go through "freight forwarder" located in USA.

Hi, so you have all countries blocked in your Shipping Exclusions with the exception of North America? What is the address of these foreign buyer-- is it an address in the USA? Or an address actually overseas? Are you canceling sales? (Pardon all the inquiries, just want to be certain I understand before guessing what could be wrong.)

 

LIke the other poster said, international buyers can access US-only sellers by using a forwarding service located in the US. So the ship-to address will be domestic, although the buyer is located in another country.

You need to actually block foreign countries, it appears at the moment you are just not providing a shipping rate for International which means that buyer can purchase but may not be able to pay.
