I am not able to send offers to buyers even though I have watchers and items in the "send offer" tab

I send offers then get a notice from ebay saying "one offer not sent" . This is in EVERY item with offers available to be sent. I can send a percentage off discount but not dollar amount offers. Why?? I am not a new seller. This is a new issue.

It's not something new. It has been around and I am surprised you haven't come across this. That's because the buyer is not eligible for a special offer. They may be in another country which you or Ebay doesn't allow to be shipped to. They could have opted out of offers. They could have some kind of restriction. Multiple reasons why. Don't worry about it though. Just look at it as that buyer isn't really a buyer for you.

There is currently a technical issue with the app. There is a thread that was started in the Report Technical Issues section.

It's been this way for a couple of days on the app, but you can still send offers via the desktop. (To the people who have not opted out of offers)

It just seems odd that this has not happened before and all of a sudden it is happening on EVERY watcher that eBay is suggesting I send offers to.

Anyone who uses the App should expect some functions to stop working or never work.
