I had a Tuff time with a Sale today and by the time I figured it out I wasted a hour of listing time.
So that everyone knows - When you go into settings and choose to block buyers that have non paid strikes in the past, IT DOESN'T Stop Them from Buying. It stops them from being able to pay.
I had mine set at 2 strikes in a 12 month time frame. I had a sale come thru and the person contacted me saying they couldn't pay because I don't ship to them. I couldn't figure it out to easy until asking him if he purchased anything but didn't pay for it. He said it happens alot and almost happened here. Had he just walked away without contacting me, I'm sure I would have given him a non pay strike also.
He said when it happens he just goes to someone else to buy what he wants and doesn't bother even contacting the 1st person.
I now think this may be one of the reasons we have so many non paying customers now a days. Because the block doesn't stop them from purchasing, just paying. I'm taking the block off as its not doing what I thought it would and it may have cost me legit sales along the way. It sure hasn't stopped the increase in non paying bidders and it may be even making it worse.

Got on the phone with eBay and they are working to fix the issues going on. It was nothing to do with my settings as I knew right from the start. My setting were the same as the screen shot someone posted earlier. I think it may have been dumb luck that when I unchecked the first line, it made the payment go thru. Its glitches on eBays end and now its affecting many.
