Trying to start a shop on eBay, but cant get past the "0 items for $0.00" limit. I made the account and tried listing my first item about a week ago when the limit popup appeared, tried increasing my limit through customer support, but was notified that my account limit cant be increased at the time. Any steps that i missed when making the account? I started a business account, linked my bank account and PayPal, but still no success, even with the start of the new month. Any help is much appreciated!

I would not start an ebay shop or business account as a new seller I would list as a casual seller first. You go for the actual ebay store later on when you have had sales and listed more. I would go onto Facebook and message ebay for business and see what other info they require to give you a minimal listing limit to start with. If that fixes your issue when you start with a new account do not list expensive items. Start with cheaper items and also buy a few things on ebay to build the feedback Hopefully ebay for business on Facebook can fix the limit for you so you can at least list a few items to start with. Let us know if ebay for business works.

One issue might be eBay's new Managed Payment system that is replacing PayPal. All sellers will eventually be opted into the MP. Just wondering if that could be part of the problem. Below is a link with more info:

No idea why your selling limits would be zero. Typically (see link), you start out with 10 items per month with a max of $500 value for all the items sold combined. Most new sellers report that after 90 days with no issues, e-Bay will usually raise that limit.
When you say you linked your Paypal account to your selling account - I wonder if that is your issue. Did you actually enroll in Managed Payments?
At the bottom of every page (Including at the bottom of the link above - Click on CONTACT US - box at right of page will have you put in your phone number for them to call you), there is a way to have e-Bay CS contact you either via email or phone. I would have them call you and see what is up. Not about increasing the selling limit, but why your new selling account does not have one at all. Good luck!
