How to set up promotion for certain store categories?

I would like to offer a promotion for only certain store categories. I want do something like free shipping if you spend x dollars on items from certain store categories only. 

Is there a way just select the categories to be included. I only find instructions on how to revise items individually but not by categories.

You need to go to promotions you can find it buy clicking on the marking tab in your seller hub. Then click the blue button that says Create Promotion. Then click Shipping discount.

when create promotion you can select categories, their are two options, ebay categories and store categories, choose the one you want to select and then select from the list of categories.

You can select a category (Store or eBay) and select listings from there, but that's limited to 500 listings, and new listings added will not be in the Promotion.

There is another option, I think they call it 'Select by Rules'.  I haven't used it yet, but as I recall from looking at it, you can identify the category you want to Promote by setting a rule.  But like I said, I haven't used it myself and it was quite a while ago that I checked it out.  We normally use selected listings for Promotions - mostly since this allows us to exclude new listings and we can exclude the very inexpensive listings (where a discount might put the sale into the red, depending on ship-to address).
