I have Immediate Payment as a seller. But yesterday morning I had an International buyer purchase (but not pay yet) for an item. I emailed them this afternoon to see if they still wanted the item & they email me back how excited they are about getting an item. Are they maybe waiting for me to send them an invoice? If so, how do we send an invoice in 2023? Thank you.

Invoices are not needed when the buyer already can see how much they are going to pay. Plus eBay already sends payment reminders. If the buyer doesn’t make payment in 4 days you can cancel on the fifth day for nonpayment.

Unless you are, for example, upgrading shipping, or combining shipping, there is never any reason to have to send an invoice to a buyer. Your buyer has 4 days to pay. On day #5, if you have still not received payment, you can cancel, citing "buyer did not pay" as the reason.

The only time a foreign buyer can't pay is when their country is not blocked AND the Seller has not provided a shipping amount. With IPR turned on I don't see how they could even get that far.

In the OP's solds I see one from today and a few from Feb, 3, none from "yesterday morning"

The OP is using eBay International Shipping so there really should be any issues that would prevent the IPR from kicking in.

The new international shipping program does not allow the sending of invoices. I tried to send one and it popped up a banner stating:

Invoices can't be sent for eBay International Shipping orders.

I am wondering if this may be another glitch with the EIS program. It may be possible that EIS has not yet sent the invoice so the buyer is unable to pay despite the immediate payment required setting.

Only this International buyer knows how he was able to purchase this item with my IPR definitely turned on because I sure don't. Before I canceled this order I politely emailed him twice asking him to please pay, but he sent these goofy emails back not even talking about eBay. He had 0 feedbacks & he joined eBay in May of last year. That's all I know.
