A bidder on one of my auctions retracted their bid, and selected "incorrect amount $ bid", despite the fact that they bid the minimum amount of money so there is it seems they just changed their mind and decided they didn't want to buy it.
Can I report/dispute this?

This isn’t worth your time. Nothing will come of it. Even if you could and try to force them to honor the bid, you’re setting yourself up for a return or a SNAD case. I just cancel and move on in these cases.

No, not really reportable. This happens. Buyers have a very limited choice of reasons for retracting a bid, and sometimes none of them are accurate. In those cases, buyers will pick whatever.
Yes, buyers are supposed to honor their bids, but believe me, it is much better to have the buyer retract their bid if they change their mind, rather than cancel the transaction after the auction’s end.
So move on, and put the buyer on your blocked list if necessary. (If it were me, i would just let it go without a moment’s notice, without adding his name to the block list because i reserve that for truly egregious acts.) Wish you all the best, and much future success.

Not really, no. What you can do is put their ID on your Blocked Bidder List (here) so that they can't cause any more upset in your auctions. That bidder has a total feedback of 1 (one), and has already racked up two bid retractions, so I don't think their bids or their business will be missed.

How is this an "abusive bid retraction"? What is abusive about it? I'm just trying to understand.
Report what exactly? That your buyer decided they no longer wanted the item so they cancelled their bid?? Would you have preferred they just went ahead and purchased it, paid for it, you ship it, then they open a return on the item so you have to spend the money to process the return?
The buyer did you a favor AND saved you time and money.

A bidder retracted their bid for reason "incorrect amount" and you think they just changed their mind.
I agtree with @mam98031 I wouldn't call that "abusive bid retraction".
Nothing to report.
Block them and move on.

But as that page notes, if a buyer retracts due to "wrong amount," they are supposed to immediately re-bid the correct amount. Which this bidder did not do. And as noted in the OP, their retracted bid was the minimum, opening bid amount.

Yeah, your right. There will always be idiotic buyers who pull stuff like this or don't pay. Just gonna block this buyer.
