You sold it but you have another?
Go to My eBay-> Selling-> Orders-> All Orders
and find the sale.
On the dropdown menu to the left of the title ->scroll down to Relist.
You sold it but were not paid?
On the same dropdown -> Report Buyer
That will open a Dispute as Unpaid Item.
You will have your fees refunded, the deadbeat gets a Strike, and he cannot leave you Feedback.
The Dispute can't be opened for 96 hours from purchase, but closes almost instantly.

Go to the listing/transaction and in the dropdown, there's a "relist" and a "sell similar."

New sellers are only limited to 3 listings a month. You are a new seller and have not completed the requirement of selling at least 10 items to get you limits increased to sell more. You must prove to ebay that you are a credible seller. You have probably listed all you could for this month, there fore you will not get the option to relist until next month.
