How to reach out to second highest bidder if the first one cancels the order

For auction style listings, if a buyer (the one who won the bid) cancels the order, how do we reach out to other bidders? Do we need to start the auction process all over again? Can’t we just reach out to the second highest bidder? I am not seeing any options to reach out to the other bidders. Even if we re-list, does eBay send a mail to other bidders or buyers in the watchlist that the listing has been re-listed?

You can send a Second Chance Offer to any underbidder who hasn't opted out of receiving them. This is a new fixed price listing, with the price set at the underbidder's highest bid.

That's **bleep**. It should be set just higher than the third highest bidder's bid. Personally, I would neve accept a second chance offer.

Probably the underbidder(s) have opted out of receiving them.  As noted in the other post, some bidders are skeptical about these offers, or believe that they are not priced fairly.

So what we're saying is that there is nothing to stop a seller uncovering the top bidders highest bid with a silly fake bid and then trying to hold them to it when in truth no other real bidder had come close to it?

A Second Chance Offer is just an offer; if a member is outbid, then the seller cannot "hold them to it". As I noted above, many members are skeptical about SCOs;  suspicion about this strategy of deliberately outbidding with a shill  is one reason for that skepticism.
