USPS lost an item I sold and I want to give the buyer a refund. If the buyer clicks Item not recieved (or what?) is this the process to allow me to give a refund? Since I can't see what the buyer sees, I don't know what to instruct them to do.

Have them go to the Resolution Center and open an item not received case:

Trying to keep up with ebay's ever changing rules, if we refund without a case do we get the out of stock defect even if we have already shipped and delivered?

I have refunded in full things that were returned to me due to bad addresses, and I've never gotten a defect. I just cancel the sale which automatically refunds the buyer. As to refunding without some sort of case, I really don't know. Used to be a defect was given for a full refund, but if tracking shows delivered...I really don't know what would happen.
