Yes. One of the options on his home page is to contact seller. Click on it an it will take you to the contact menu, with a bunch of reasons why you want a contact (ebay wants to know). Click on the appropriate one and send him a message. As long as its done through the ebay system, they have no problem with you wanting to contact him.

It's possible to reach former customers if you maintain a customer database.
You don't have a customer database set up? This is Selling 101. If you maintain a basic database separate from your selling platform of choice whether Ebay or any other site you can keep your customer's contact info on record. You could list your customers on an Excel spreadsheet. If someone has bought from me over the past nine years I have their name, address and email on file. In many cases I even have their phone number. Manually entering this information takes less than a minute.
If you rely on the customer still being an active member a year later you might be disappointed if you haven't created a separate database.
